Indian Defence Minister A.K. Antony met with visiting Deputy Chief of General Staff of PLA, Wang Guanzhong, who was in the country to attend the 6th round of meetings of Defence and Security Consultation between China and India. Antony said that the Indian government and armed forces were committed to maintaining peace and tranquility along the border areas of the two countries and implementing relevant agreements in the field. There existed opportunities for the two countries and their armed forces to develop good relations.

Wang agreed with Antony and added that China and India were two important neighbors and emerging economies and it was important for common development of the two countries as well as international and regional peace and stability that they maintained peace and tranquility of the border areas. He said China was willing to strengthen dialogue and consultation between the institutions of defence affairs and the military of the two countries and seriously implement the spirit of bilateral agreements and work out the consensus reached between the leaders of the two countries.
Wang also met with the Chairman of Joint Chiefs of Staff Committee of the Indian Armed Forces and Indian Army Chief General Bikram Singh and co-chaired the 6th round of meetings of Defence and Security Consultation between China and India with Indian Defence Secretary R.K. Mathur. China and India also agreed to hold a joint army training exercise named “Hand-in-Hand 2014” and to organize joint navy training in due time.

Chinese Defence Minister meets Pakistani Prime Minister
China appreciates Pakistan’s valuable support on issues concerning its core interests and stands ready to work with Pakistan to lift bilateral ties to a new height, visiting Chinese Defense Minister Chang Wanquan said on February 28. During a meeting with Pakistani Prime Minister Nawaz Sharif, Chang hailed the all-weather friendship and all-around cooperation between the two countries as a good example for international relationships.
With stronger desires for cooperation and broader public support, China and Pakistan have deepened political mutual trust in recent years, said Chang. Building the China-Pakistan economic corridor was an important consensus reached by leaders of the two nations, which will play a leading and exemplary role for the construction of the Silk Road economic belt as well as the maritime Silk Road, said the Chinese minister. For his part, Sharif said the all-weather friendship between Pakistan and China had stood the test of time and was witnessing more progress in all cooperation fields.

Senior military officials meet U.S. army chief
Vice Chairman of China’s Central Military Commission Fan Changlong recently met with Ray Odierno, the visiting U.S. Army chief of staff. The armed forces of China and the United States have witnessed progress on high-level exchanges and joint exercises over the past year, Fan said. During the meeting, Fan expressed China’s serious stance on the planned meeting between U.S. President Barack Obama and the Dalai Lama in the White House.
Odierno vowed to push forward military ties with China, saying stronger bilateral military relations will safeguard peace and stability of the Asian-Pacific region and the world. The two sides also exchanged views on issues concerning China-Japan relations, the Korean Peninsula situation and Taiwan.

Nepalese Prime Minister meets with Wang Guanzhong
Girija Prasad Koirala, prime minister of the Federal Democratic Republic of Nepal, met with Wang Guanzhong, the visiting deputy chief of general staff of the Chinese People Liberation Army (PLA), on February 21 in Kathmandu. Koirala said that Nepal and China had long been maintaining good neighborly relations, and Nepal regarded China as a reliable friend and partner. The new government of Nepal would develop its relations with China on the basis of the Five Principles of Peaceful Coexistence, continue to firmly pursue the one-China policy and not allow any force to engage in anti-China activities by using the territory of Nepal.
Wang Guanzhong said that the Chinese military was willing to strengthen the pragmatic cooperation with the Nepalese military in the new historical period so as to make contributions to the development of the relations between the two countries. Wang Guanzhong also met with General Rana, chief of staff of the Nepalese military, and held talks with Lt. General Pandey, executive head of the Staff Department of the Nepalese.

Chinese army to revamp evaluation system
According to a document issued by the PLA General Political Department with the authorization of Chinese President Xi Jinping and the Central Military Commission (CMC),
evaluations of army officials should focus on their political reliability, competence, clean conduct and trustworthiness. Those in charge of official evaluations should first seek advice from the Communist Party of China (CPC) committees at all levels, the document said. They must also consult disciplinary organs to check whether the officials are honest and self-disciplined, it said, adding that results of the evaluations would serve as an important reference for official selections and appointments. This shows that China’s PLA is thinking about revamping its official evaluation system amid a widening anti-corruption campaign in the country.
